If you are looking to apply for the JobKeeper Payment yourself (i.e. not using a tax agent), applications will be made available via the Business Portal.
The Business Portal can be accessed here. To access the Business Portal you must have a myGovID and you/your entities ABN must be linked to a Relationship Authorisation Manager (RAM) account. RAM is an authorisation service that allows you to act on behalf of an entity with participating government online services. Note, myGovID is different to your myGov account.

For example, Peter runs a business through his company, Peter's Plumbing Pty Ltd (the Company). Peter is the director of the Company. Peter will need to set up his personal myGovID. Peter can then login to RAM using his myGovID and link the Company's ABN to his myGovID. Peter should then be able to access the Business Portal online.
The short answer is 'No'. If you wish to apply for the JobKeeper payment yourself, you will need to access the business portal. This requires you to have a myGovID and access to RAM. The ATO have advised this is the best way to ensure your enrollment and application process is streamlined.
